Certified digitization of invoices in Spain is regulated by Order EHA/962/2007, which develops Royal Decree 1619/2012 (Spanish Invoicing Regulation). The standard requires the software to be homologated by the AEAT (Spain's tax authority, Agencia Estatal de Administración Tributaria) and to include XMP metadata, a minimum resolution of 200 dpi, formats such as PDF/A, PNG or JPEG2000, and electronic signature.

VERI*FACTU: the regime becomes mandatory on 1 January 2027 for entities subject to Spanish corporate tax, and on 1 July 2027 for self-employed workers and the rest of SMEs. Certified digitization is the process by which a paper invoice is transformed into a digital image with the same evidentiary value as the original before the Spanish tax authority (AEAT). It is regulated by Order EHA/962/2007 and allows companies and self-employed workers to destroy the physical document once it has been digitized with AEAT-homologated software. It is critical because it eliminates custody costs, frees archive space and guarantees validity during a tax inspection. For multinationals operating in Spain, AEAT certified digitization software is the only way to fully eliminate paper while remaining compliant with Spanish e-invoicing rules.
For digitization to be valid, the AEAT requires strict technical conditions: minimum scan resolution of 200 dpi, format PDF/A, PNG or JPEG2000 preserving colour and sharpness, inclusion of XMP metadata describing origin and process, electronic signature of every image, and monthly seal of the database to guarantee integrity. The software must be homologated and listed in the official register published by the AEAT.
